Personal resume: He Liying, with a master's degree in ophthalmology, is a deputy chief physician and director of the Eyes, Ears, Nose and Throat (EENT) Department of Chongqing Health Center for Women and Children (CQHCWC). She is a member of the children's eye care committee and the children's EENT care committee of the China Maternal and Child Health Association, a member of the children's retina group of the Association for Health Exchange and Cooperation Across the Taiwan Straits, and a member of the China children's eye care talent cultivation program. She is also a member of the children's eye care specialist construction and development group of the children's eye care committee of the China Maternal and Child Health Association, a member of the strabismus and pediatric ophthalmology group of the ophthalmology committee of the Chongqing Medical Association, and a member of Chongqing's expert screening group for newborn hearing.

Medical diagnosis and treatment field and expertise: She has years of experience in pediatric clinical ophthalmology and maternal eye care, which endows her with rich clinical experience in pediatric ophthalmology and maternal diseases of the fundus oculi. She is especially adept at the prevention and control of adolescent myopia, the diagnosis and treatment of neonatal ophthalmopathy (retinopathy of prematurity) and lacrimal diseases in infants and young children, as well as the correction of amblyopia for children.

Published works and other projects: She has presided over and participated in multiple national, provincial and municipal medical research projects and published multiple papers and expert reports in SCI and CSCD.
